REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: August 6, 2013 Re: Comm.No. 354/Res.No. 149-13 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 149-13, reports as follows: <br /> Resolution No. 149-13, transmitted by Finance Director Nancy Crawford, via Communication No. 354 dated <br /> July 18, 2013, authorizes the Director of Finance to negotiate a lease real property, situated at Waiakea, <br /> South Hilo, County and State of Hawaii, adjacent to Onekahakaha Beach Park, with He Ola Hou 0 Ke <br /> Kumu Niu. <br /> The organization wishes to use the parcel to develop and maintain a Hawaiian Cultural Center for public <br /> education and display that will include crafts of drum and canoe carving. <br /> Council Member Kanuha spoke in support of Resolution No. 149-13. He pointed out the opportunity of <br /> training and educating the community about the Hawaiian Culture. <br /> Council Member Onishi also spoke in support of the resolution. He commended He Ola Hou 0 Ke Kumu <br /> Niu on their effort in taking initiative to clean the fish ponds and areas surrounding Onekahakaha Beach <br /> Park. <br /> Keoni John Turalde of He Ola Hou 0 Ke Kumu Niu came before Your Committe and expanded on the <br /> organization's goal, to educate adults and children through the art of Hawaiian culture and canoe making. <br /> Pursuant to Section 2-120 (a) (2), Hawai'i County Code,the Council of the County of Hawaii may, by <br /> resolution approved by a majority of its members, direct the finance director to negotiate the disposition of <br /> real property by "[l]easing it to governments, governmental agencies, nonprofit organizations, or affordable <br /> housing developers at such rentals and on such terms and conditions as deemed proper." <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 149-13, and <br /> recommends its adoption. <br /> sc <br /> AYES NOES A&E EX Respectfully submitted, <br /> EOFF X <br /> FORD X COMMITTEE ON FINANCE <br /> ILAGAN X ` <br /> KANUHA X <br /> KERN X ��c <br /> cc' ' <br /> l e�ups e_ ,� <br /> ONISHI X <br /> POINDEXTER X VALERIE T.
