REQUEST: <br /> Changes are requested to Chapter 12 of the Hawaii County Code, Improvements by Assessments, to <br /> clarify the procedures for and usage of the combined public hearing process. This will aid in expediting the <br /> improvement district process. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Establishing an improvement district can require multiple resolutions and public meetings. Time is of <br /> essence not only for the building of the infrastructure, but there may be adverse financial consequences for <br /> the property owners in the improvement district when the process takes a couple of years. <br /> Chapter 12, Section 28 allows for a more streamlined process by combining two public hearings into a <br /> single public hearing. The requested changes will more clearly allow the final details of plans and <br /> specifications to be prepared after the initial public hearing that is referenced in Section 12-10 when using <br /> the combined hearing. Furthermore, a 10% cost overrun threshold has been inserted.
