Honorable J Yoshimoto, Chair and <br />Members of the Hawaii County Council <br />February 20, 2014 <br />Page 3 <br />To contribute to the overall management plan, an Archaeological Reconnaissance Survey was <br />completed in July 2013 to address the numerous historical and cultural sites within Kawa. Access <br />remains limited to non- vehicular pedestrian traffic, open to the public from 6:00 a.m. to 6:00 p.m. <br />daily. In addition the County is working with the families that own the Kuleana lands in Kawa <br />along with a newly formed non - profit group of young men, Na Mamo O Kawa, who will be <br />assisting with some maintenance in the area and possibly fish pond restoration. <br />Kaiholena (North & South) & Pa`o`o. North Kohala <br />The third purchase was finalized in January 2010 for four parcels (TMK's: (3) 5 -8- 01:11, 19, 20 & <br />24) in Kaiholena totaling 151 acres for $6,541,680.00. <br />The fourth purchase, a second acquisition for 2010, was completed in October for 10.61 acres of <br />coastal land in Pa`o`o. The purchase price was for $1,890,000.00 and partially funded by a <br />$945,000.00 grant from the State, DLNR LLCP thanks to the efforts and assistance from TPL. <br />The seventh purchase completed in June 2013 for three parcels (TMK's: (3) 5- 8- 01:21, 22 & 25) <br />totaling 76.615 acres is an addition to the four north Kaiholena parcels referenced above. The <br />acquisition cost of $3,991,000.00 was partially funded by a grant from the State, DLNR LLCP in <br />the amount of $1,432,088.77. <br />Kaiholena (north & south) and Pa`o`o continue to be periodically monitored and maintained by the <br />many community groups in North Kohala. A Memorandum of Understanding also is in place <br />between National Park Service and the County for the Ala Kahakai National Historic Trail, which <br />crosses these properties. In addition, a $40,000.00 grant was recently awarded from the Hawaii <br />Tourism Authority to Kohala Malama Kahakai which will benefit multiple projects in North <br />Kohala including stewardship of these lands purchased by the FUND. <br />KIyaua Park (formerly Kingman properties), North Kona <br />The sixth purchase completed in February 2012, was for two parcels of land (TMK's: (3) 7 -7- <br />08:20 & 31) totaling 6.0117 acres for $3,220,000.00. <br />Kipapa Park continues to provide much needed off street parking along with increased road and <br />pedestrian safety in the area. The area is used on a daily basis by residents and visitors who <br />frequent the nearby Magic Sands and Pahoehoe Beach Parks. In April 2013, the Hawaii Island <br />Burial Council approved the Burial Treatment Plan to ensure that all identified burials located <br />within the area are preserved and protected. <br />Status of Funds — Public Access, Open Space and Natural Resources Preservation Fund <br />For the benefit of the County Council, I have attached a summary of the FUND and all monies <br />deposited and disbursed since its establishment. <br />County of Hawaii is an Equal Opportunity Provider and Employer <br />
