Surrounding Zoning/Land Uses: Surrounding properties to the south,east and west are <br /> similarly zoned A-3a. Surrounding properties to the north are zoned A-la. The area <br /> consists of agricultural uses, scattered dwellings and vacant lots. To the east is a property <br /> that was similarly rezoned from A-3a to FA-1 a in 2010. <br /> 10. ALISH: Unclassified with a small portion classified as"Prime Agricultural Land". <br /> 11. Land Study Bureau's Detailed Land Classification System: "C"or"Fair"and"D"or <br /> "Poor". <br /> 12. U.S. Soil Survey: Olaa extremely stony silty clay loam, 0 to 20 percent slopes(OM). <br /> Permeability is rapid, runoff is slow, and the erosion hazard is slight. This soil type was <br /> used for sugarcane. <br /> 13. FIRM: Zone "X", an area determined to be outside the 500-year flood plain. <br /> 14. Historical/Cultural/Archaeological Resources: The property has been previously <br /> bulldozed, cleared and is in residential use. . In a"no-effect"letter dated February 5, <br /> 2014,the Department of Land and Natural Resources-Historic Preservation Division <br /> stated that they believe that no historic properties will be affected by the current <br /> application. <br /> 16. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the properties. <br /> PUBLIC UTILITIES AND SERVICES <br /> 17. Access: Access to the property is from Ho`ohoaloha Street and Ho`ohoaloha Place, <br /> which are both County owned and maintained streets that have 20-foot wide pavement <br /> roads with paved shoulders and swales in good condition within 50-foot right-of-ways. <br /> Two (2) of the proposed lots will access from Ho`ohoaloha Street and one of the lots will <br /> access from Ho`ohoaloha Place,which currently has an 8-foot wide paved road within an <br /> -2- <br />
