J Yoshimoto, Council Chair <br /> and Members of the County Council <br /> Page 5 <br /> Commercial Element: <br /> • Provide for commercial developments that maximize convenience to users. <br /> • Urban renewal, rehabilitation, and/or redevelopment programs shall be undertaken <br /> in cooperation with communities, businesses and governmental agencies. <br /> • Distribution of commercial areas shall meet the demands of neighborhood, <br /> community and regional needs. <br /> • The development of commercial facilities should be designed to fit into the locale <br /> with minimal intrusion while providing the desired services. Appropriate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br /> The Urban classification conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment except where the <br /> development would generate new centers of trading and employment. The properties <br /> are in close proximity of three commercial centers, previously established by Special <br /> Permits, which provide employment to residents in the area, and conforms with the Land <br /> Use Commission Rules which encourages urban developments in close proximity to <br /> existing developments and in close proximity to existing services and facilities. <br /> Additionally, the proposed development would create a new center of trading and <br /> employment in this area. <br /> All utilities are or will be made available to the project site. Access to the <br /> properties will be from Lehua Lane, which is a two-lane,private road that has a 20-foot <br /> wide asphalt pavement within a 40-foot right-of-way. Lehua Lane is accessed directly <br /> from the Hawai`i Belt Road. <br /> Water requirements necessary for sanitation and firefighting will be provided by <br /> adequate storage facilities on-site. The applicant is proposing to construct five(5) large <br /> water tanks and have an on-site water reservoir to meet these requirements. The <br /> Department of Water Supply (DWS) states that there are no DWS facilities in the area. <br /> The nearest water system facility is located in Wai`ohinu, approximately 10 miles east of <br /> the subject properties. There is a water system within HOVE that accommodates both <br /> public and private water users daily from 7:00 a.m. to 7:00 p.m., which is located on a <br />
