There are six (6) <br /> public water spigots and a private standpipe facility that provides services to ten(10) <br /> private customers for water hauling and/or delivery services. The system is serviced by a <br /> well and 300,000-gallon water tank, which is located on a County owned property on <br /> Paradise Circle Makai. No metered water services will be allowed unless a second well is <br /> constructed to provide the required redundancy for a public water system. <br /> Solid waste will be handled through a commercial hauler. The applicant is <br /> proposing to construct a sewage treatment system for the proposed commercial center. <br /> Utilities, including telephone and electrical services, are available to the site. The closest <br /> police and fire station is located in Na`alehu, approximately twelve(12) miles from the <br /> properties. Police and fire substations are available in the immediate area. <br /> While the property is within the State Land Use Agricultural and County's <br /> Agricultural (A-1 a) zoned district,it is not currently being used for active agricultural <br /> purposes. The project site is currently vacant and has been previously bulldozed. The <br /> property is unclassified by the State Department of Agriculture's Agricultural Lands of <br /> Importance to the State of Hawai`i (ALISH) Map and the Land Study Bureau's Overall <br /> Master Productivity Rating is "E" or"Very Poor". Thus, the reclassification of this <br /> 4-acre area from the Agricultural to the Urban designation will not be detrimental to the <br /> reduction of this area from the agricultural land inventory in the County. An Urban <br /> classification would complement the existing and future land use patterns of the <br /> surrounding properties in view of the nearby commercial/light industrial projects and the <br /> Hawaiian Ocean View Estates and Hawaiian Ranchos subdivisions. <br /> The Urban classification conforms to the standard to include lands with <br /> satisfactory topography, drainage, and reasonably free from the danger of any <br /> flood,tsunami, unstable soil condition, and other adverse environmental effects. <br /> The Flood Insurance Rate Map (FIRM) designates the properties as Zone"X", areas <br /> outside the 500-year flood plain. The properties are located approximately 6 miles mauka <br /> of the shoreline. All project generated runoff will be disposed of on-site. <br /> Based on the above, the approval of the State Land Use Boundary Amendment <br /> from the Agricultural to the Urban District complements the State Land Use District <br /> Regulations and County General Plan and is supportive of the Hawai`i State Plan. <br />
