WHEREAS, on January 23, 2009, the County Council adopted Resolution No. 826-08, <br /> Draft 2, which urged the Director of the Department of Environmental Management to develop <br /> an ordinance and implement a plan to prohibit food, paper, and compostable organics from <br /> Hawai`i County landfills by 2012; and <br /> WHEREAS, diversion of food, paper, and compostable organics would enable the <br /> County to give back to our soil needy `aina, or in other words, to move towards a closed loop <br /> system—from the land and back to the land, by way of a compost production program in <br /> partnership with the private sector; and <br /> WHEREAS, the Director of the Department of Environmental Management has not yet <br /> designed and implemented a County-wide plan to divert food, paper, and compostable organics <br /> from landfills or incineration; and <br /> WHEREAS, the 2009 County of Hawai`i Integrated Resources and Solid Waste <br /> Management Plan Update identified recycling and best use resource management as major <br /> activities to help the County reach its diversion goals established by Resolution No. 28-03, Draft <br /> 2; and <br /> WHEREAS, the 2009 Zero Waste Implementation Plan for the County of Hawai`i states <br /> that"While the County is moving towards increased diversion of discarded materials, focusing <br /> on recycling and composting, 70% of what is currently generated continues to be landfilled, and <br /> it is this material that will provide resources, revenue and jobs required to support the island's <br /> sustainability." ; and <br /> WHEREAS, the 2009 Zero Waste Implementation Plan for the County of Hawai`i <br /> recommends that landfills and solid waste transfer stations be redesigned into Resource <br /> Recovery (RR)Parks, including: <br /> • "ReStores" on at least six sites for recovery and sale of reusable items; <br /> • Mini-MRFs on at least six sites to accept and sort commingled recyclables; <br /> • Organic material and rock grinding areas; <br /> • Full signage and demonstration areas; and <br /> WHEREAS, the 2009 Zero Waste Implementation Plan for the County of Hawai`i <br /> recommends a resource management approach that includes establishing regulations for: <br /> • Construction and demolition reuse and recycling plans; <br /> • Separation of designated organics,reusable and recyclables (including all commercial <br /> haulers being required to provide recycling services as a condition of their County <br /> permit); <br /> • Funding for training and social marketing programs; <br /> • Retailer and producer take-back of non-recyclable, non-reusable or non-compostable <br /> products and packaging; <br /> • Keeping compostable organics out of landfills; and <br /> 2 <br />
