11. Land Study Bureau Soil Rating: Existing Urban Development. <br /> 12. Agricultural Lands of Importance to the State of Hawaii (ALISH)Map: <br /> Unclassified. <br /> 13. Flood Zone: The majority of the subject property is located in an area designated Zone <br /> "X", an area determined by FEMA to be outside the 500-year flood plain. A small area <br /> of the southwest portion of the property is located within Zone"A",which is a special <br /> flood hazard area inundated by the 100-year flood. <br /> 14. Floral/Faunal Resources: A flora and faunal survey of the property was not conducted <br /> of the property because it was previously cleared of vegetation and used for growing <br /> sugar cane. The property is currently vegetated with weed and introduced plant species <br /> such as gunpowder trees. Thus it is unlikely that endangered or threatened species are <br /> present on the property. <br /> 15. Historical/Archaeological/Cultural Resources: The property has previously been <br /> grubbed and graded for sugar cane cultivation; therefore it is unlikely that any historic <br /> resources remain on the site. There are no known cultural resources on the property. <br /> 16. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> 17. Scenic Resources: The property sits at an elevation of about 220 feet above sea level. <br /> The General Plan identifies the viewpoint on the hilltop overlooking Hilo Bay in the <br /> vicinity of the subject property as a site of natural beauty. Due to the topography of the <br /> property,the proposed structure could be designed and constructed without significantly <br /> reducing the scenic views of Hilo Bay from Komohana and Ponahawai Streets. <br /> 18. Traffic: The proposed project(9,200 sq ft medical office buildings)is estimated to <br /> generate approximately 34 peak hour trips based on the Institute of Transportation <br /> Engineers, "Trip Generation Handbook". <br /> PUBLIC UTILITIES AND SERVICES <br /> 19. Access: Access is from Ponahawai Street, which is a County roadway with 24-foot wide <br /> pavement and 4-foot wide grassed shoulders within a 60-foot wide right-of-way. The <br /> subject property and the adjoining property(TMK 2-3-037:011)to the east each have a <br /> 15-foot wide access easement fronting Ponahawai Street for a combined width of 30 feet. <br /> Each property has reciprocal access rights over this easement.
