REQUEST: <br />934 -3315 <br />Create an appropriation to cover the costs of planning and building an Office of the <br />Prosecuting Attorney building on the West Hawaii Civic Center grounds. Planning costs are estimated by <br />the Department of Public works to be $800,000.00 and building costs are estimated at $8,800,000.00. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Currently the Office of the Prosecuting Attorney is located in a building in Kealakekua near the current Court <br />locations for the west side of the island. The Prosecutors Office rents space from a private entity. The <br />Hawaii State Judiciary has received $44 million of $90 million needed to complete construction of a new <br />Judiciary Building to be located north of the Makalapua Shopping Center in Kailua -Kona. The Hawaii State <br />Judiciary is seeking the remaining funds needed during the 2015 session of legislature. The Chief Justice <br />Mark Recktenwald has stated that he is confident that the remaining funds will be given for the completion of <br />the building. To facilitate timely access to the new courthouse and consolidate county operations in a <br />centralized location a building is proposed to be built on the West Hawaii Civic Center grounds. <br />Having the Prosecutors Office staff and Deputy Attorneys travel from Kelakekua to the new location of the <br />State Courthouse facility would be a burden on the staff and Attorneys. The cost for transportation and the <br />time utilized for travelling between the two locations would seriously decrease productivity as reoundtrip <br />travel between locations take one hour. <br />Having the Prosecutors Office co- located with other county operations on the West Hawaii Civic Center <br />grounds will also decrease costs for operations and maintence as economies of scale decrease these <br />expenses. The new office will be able to share phone and computer hardware services as well as water, <br />electric and rubbish removal as well as saving the DPW staff from having to travel to Kealakekua for daily <br />cleaning and periodic repairs. <br />SIGNED: <br />Department Head <br />DATE: <br />�a (14 -(�4 / <br />
