The applicant plans to make further <br />non - structural improvements to the site, including some landscaping if required, which <br />are estimated to cost less than $50,000. <br />In order to consider an area for any type of zoning designation, the applicable <br />goals, policies and standards of the General Plan must be adequately addressed. It is only <br />through such a comprehensive policy analysis approach that evaluations and decisions <br />can be made to better time and stage developments to achieve growth determined by the <br />General Plan and related planning documents. The implications of these evaluations and <br />decisions must be also considered as they may have an impact on similar areas in the <br />County. <br />The change of zone request from an A -la to a CV -10 zoning district would <br />result in a more appropriate land use pattern that that will further the public <br />necessity and convenience and general welfare, is consistent with the applicable <br />goals, policies and standards of the General Plan, and is consistent with the Kona <br />Community Development Plan. The request to change the zoning district from <br />agricultural to commercial would result in a more appropriate land use pattern for the <br />property as it will provide support to the existing Orchid Isle Auto Center business by <br />providing a much needed employee parking area as well as increased automobile storage <br />area. <br />The property is located within the Kona Urban Area (KUA) in Holualoa near the <br />intersection of Kuakini Highway and Lako Street and is approximately one acre in size. <br />It is adjacent to the Orchid Isle Auto Center property, which is zoned CV -10. The <br />property is also located within the State Land Use Urban District. The land uses in the <br />area are mainly residential but there are commercial uses directly south of the subject <br />property, including the Orchid Isle Auto Center property and other commercial properties <br />further south across Lako Street. <br />The General Plan is intended to be used as a policy guide for the coordinated <br />growth and development of all sectors of the County. The overall goals, policies and <br />standards are set forth to physically plan the lands in the County in the best interest of the <br />island's residents. Land Use is one of the principal focal points of public concern and <br />policy. The Land Use Element provides the primary basis for direct control and guidance <br />of publicly and privately owned resources. <br />
