Dru Kanuha, Council Chair <br />and Members of the County Council <br />Page 3 <br />The request conforms to the goals, policies and standards of the General Plan in <br />that the proposed development will be developed in an area adequately served by <br />necessary services such as transportation systems, water and utilities, and is located in an <br />area identified for commercial uses. <br />The Land Use Pattern Allocation Guide ( LUPAG) Map component of the General <br />Plan is a representation of the document's goals and policies to guide the coordinated <br />growth and development of the County. It reflects a graphic depiction of the physical <br />relationship among the various land uses. The request to change the zoning to a CV -10 <br />district conforms to the LUPAG Map, which has been determined to be within the <br />Medium Density Urban designation. Such designation allows village and neighborhood <br />commercial uses and single - family and multiple - family residential uses and related <br />functions, up to 35 units per acre. In addition to being consistent with the LUPAG Map, <br />the request would also support the following goals and policies of the General Plan Land <br />Use and Economic elements: <br />• Provide an economic environment that allows new, expanded, or improved <br />economic opportunities that are compatible with the County's cultural, <br />natural and social environment. <br />• Encourage the concentration of commercial uses within and surrounding a <br />central core area. <br />• The development of commercial facilities should be designed to fit into <br />the locale with minimal intrusion while providing the desired services. <br />Appropriate infrastructure and design concerns shall be incorporated into <br />the review of such developments. <br />The Kona Community Development Plan was adopted by the Hawaii County <br />Council by Ordinance No. 08 -131 on September 25, 2008. The property falls within the <br />Kona Urban Area (KUA) but not within a Transit- Oriented Development (TOD) or <br />Concurrency Zone as identified within the Kona Community Development Plan. <br />The proposed request is consistent with Policy LU -2.8 (Development Outside <br />Transit - Oriented Developments (TODs), but within the Kona Urban Area) as an infill <br />rezoning project. Policy LU -2.8 2 ii (Rezoning Infill) states that "Rezonings that promote <br />infill are encouraged. The concept of infill is to connect two or more pre- existing <br />developments. Infill is usually associated with small scale developments of 20 acres or <br />less that have been leapfrogged by the surrounding or adjacent developments. Infill <br />rezonings should be conditioned to ensure connectivity to the surrounding <br />
