REQUEST: <br />01/12/2015 <br />961 -8513 <br />Request to amend Ordinance 14 -82, Capital Improvement Budget, to include an appropriation for the <br />following project: <br />Hilo Ocean Outfall Assessment and Repair — $ 4,950,000 from General Obligation Bond <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Additional funds are needed for design and construction to allow protection of the outfall at shoreline due to <br />erosion as well as to allow an assessment of the ocean outfall and permanent repairs of joint leakages in <br />accordance with EPA Findings of Violations and Order, Docket No. CWA- 309(a) -14 -005 dated September 18, <br />2014. <br />Protection of the outfall at shoreline is required to address erosion at of protective covering of the outfall at the <br />shoreline in order to ensure stability of the outfall as well as to prevent damage to the outfall during high surf <br />conditions. <br />Assessment of the Hilo Ocean Outfall and repair of leaking joints is required by United States Environmental <br />Protection Agency ( USEPA) Finding of Violation and Order for Compliance, Docket No. CWA- 309(a) -14 -005. <br />While the existing leaks are small, the USEPA has determined that the small leaks constitute discharges at <br />locations which are not authorized by the National Pollutant Discharge Elimination System (NPDES) Permit for <br />the facility, and that as such, the discharges constitute a violation of permit. <br />The Design /Survey costs include costs for the consultant to utilize a Remote Operated Vehicle (ROV) to perform <br />an internal inspection of the outfall (3/4 mile in length) in order to perform the assessment.
