SECTION 3. If any provision of this ordinance or the <br />application thereof to any person or circumstances is held <br />invalid, such invalidity shall not affect other provisions or <br />applications of this ordinance which can be given effect without <br />the invalid provision or application, and to this end, the <br />provisions of this ordinance are declared to be severable. <br />SECTION 4. The Clerk of the County of Hawaii is directed <br />to insert the effective date of this ordinance in any section of <br />the County Code which requires reference to this date. <br />SECTION 5.
