13. Flood Zone: According to the Department of Public Works, the entire parcel is located <br /> in Zone "X", an area determined by FEMA to be located outside of the 500-year <br /> floodplain. The Department of Public Works-Engineering Division commented that the <br /> applicants shall prepare a drainage study and construct a drainage system meeting with <br /> their approval. <br /> 14. Flora/Fauna Resources: There were no professional flora/fauna surveys conducted of <br /> the site. The applicants do not believe that rare or endangered floral or faunal resources <br /> are likely on the site, as the property has been previously cleared and used for pasture <br /> with animals gazing on introduced pangola grass (Digitaria eriantha) The cleared area <br /> also include some albizia, Pine, and koa trees. There is a 100-foot wide band of land <br /> fronting Kaumana Drive that has not been fully cleared which includes some `ohi`a trees <br /> and stag horn ferns. The property is not known to be a habitat for any rare or <br /> endangered animal life. <br /> 15. Cultural/Historic/Archaeological Resources: The Hawai`i State Historic Preservation <br /> Division requested an archeological field inspection on the subject property (P.D. <br /> Exhibit 7). In response, the applicants hired Haun and Associates who conducted the <br /> inspection in August, 2015. Dr. Haun's August 10, 2015 letter report (P.D. Exhibit 9) <br /> states that, <br /> "The field inspection did not identify any cultural resources or natural lava formations <br /> such as tubes or blisters associated with native Hawaiian burials. Haun &Associates <br /> recommends no further archaeological work based on the inspection results. If <br /> previously undocumented sites are inadvertently discovered, State Historic Preservation <br /> Division should be contacted immediately and advised of the circumstances of the find, <br /> its location, and the presence or absence of associated cultural resources. " <br /> Additionally, the applicants are unaware of any valued cultural or historical resources <br /> existing on the property and have not observed any traditional and customary native <br /> Hawaiian rights exercised on the property. <br /> 16. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> -3- <br />
