PUBLIC UTILITIES AND SERVICES <br /> 17. Access: Access to the existing dwelling on the property is from Lyman Springs Road , <br /> which is a County roadway that has approximately 12-14 feet of pavement within a <br /> 30-foot right-of-way. In addition to keeping the aforementioned access, the applicant is <br /> proposing a single access from Kaumana Drive to serve the four(4)newly proposed lots. <br /> Kaumana Drive is a County-owned roadway with a pavement of 20+ feet within a <br /> 50-foot right-of-way. According to the applicant, an 800-foot stretch of the Kaumana <br /> Drive roadway is actually located on the subject property. The applicants entered into an <br /> indemnification agreement with the County of Hawai`i in 1999 over its continued use by <br /> the county without compensation until such time that roadway is resurfaced and the <br /> encroachment can be corrected (see Exhibit A in the Change of Zone Application). The <br /> applicants have stated that they are willing to relinquish this portion of their property in <br /> exchange for a credit against any"Road and Traffic"Fair Share requirement that would <br /> be assessd by the County. According to the Department of Public Works-Engineering <br /> Division, Kaumana Drive is classified as a secondary arterial and in order to preserve its <br /> functional classification, DPW does not recommend direct access from Kaumana Drive. <br /> In addition, DPW identified the existence of a"No Vehicular Access Planting Screen <br /> Easement" along Kaumana Drive on the final subdivision plat that created the subject lot <br /> (Subdivision number 7201 approved January 5, 2000; See Figure 6 in the Change of <br /> Zone Application). <br /> 18. Water: According to the Depaitment of Water Supply, the subject property is served by <br /> an existing 5/8"meter. Four(4) additional units of county water can be made available <br /> for the proposed subdivision from existing 8-inch waterlines within Country Club Drive <br /> Road and Kaumana Drive fronting the subject property,provided the applicants comply <br /> with servicing requirements and construct necessary water system improvements as <br /> determined by the Department of Water Supply. <br /> 19. Wastewater: As there is no municipal sewer system in the area, wastewater will be <br /> disposed of by individual wastewater systems meeting the requirements of the <br /> Department of Health. <br /> -4- <br />
