Division 2. Use of Sidewalks <br />Section 2. Coasters, Roller Skates, Roller Blades, Skateboards and Similar Devices. <br />No person shall ride a coaster, roller skates, roller blades, skateboard, or any similar device upon <br />any sidewalk or sidewalk area within the downtown Hilo commercial area, except upon a <br />permanent or temporary driveway specifically designated and authorized for such use. <br />Division 3. Enforcement <br />Section 3. Enforcement. It shall be the duty of the officers of the police department and <br />such officers as are assigned by the chief of police to enforce the provisions of this article. <br />Section 4. Form of summons or citations. There shall be provided for use by authorized <br />police officers a forth of summons or citation for use in citing violators of those traffic laws <br />which do not mandate the physical arrest of such violators. <br />Section 5. Penalties. Unless otherwise provided for elsewhere in this chapter, or in the <br />Hawaii Revised Statutes, as amended, any person convicted of a violation of any section or <br />provision of this article shall be punished by a fine of: not more than $100 for the first <br />conviction; not more than $200 for the second conviction of a second offense committed within <br />two years after the date of a prior conviction; and not more than $500 for the third or subsequent <br />conviction of a third or subsequent offense committed within two years after the date of a prior <br />conviction. Upon any subsequent conviction of a violation of any section or provision of this <br />article, committed within two years after the date of a prior conviction, the Court shall order the <br />destruction of the coaster, roller skates, roller blades, skateboard, or similar device used in the <br />subsequent violation." <br />
