REQUEST: <br /> Pursuant to the Hawaii County Code section 2-139(a)(3)(A), Council approval is requested for a grant award <br /> of$71,000 to the Kailapa Community Association, a 501(c)(3) organization, to develop a community park <br /> and playground. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Department of Parks and Recreation would like to provide a $71,000 grant to Kailapa Community <br /> Association to defray some of the expenses involved in building a community park and playground. The <br /> community project consists of a community pavilion, playground and gardens.
