The requested <br /> rezone and subsequent 3-lot subdivision will increase residential density on this <br /> substandard road. Therefore, the Planning Director agrees with these recommendations <br /> and conditions of approval will be included to implement these recommendations. <br /> Regarding water for this application, Section 25-2-46(m) (Concurrency <br /> Requirements) within the Zoning Code states that a zoning amendment application shall <br /> not be granted unless: (1) the department of water supply has determined that it can meet <br /> the water requirements of the project and issue water commitments using its existing <br /> system; or(2) specific improvements to the existing public water system, or a private <br /> water system equivalent to the requirements of the department of water supply will be <br /> provided to meet the water needs of the project and conditions of zoning delay occupancy <br /> until the necessary improvements are actually constructed. <br /> The Department of Water Supply has verified that the subject property is currently <br /> served by three 5/8-inch meters, but the system has substandard water pressure conditions <br /> and do not meet water system standards for subdivisions in accordance with the Hawai`i <br /> County Code and Rules and Regulations of the Depaitinent of Water Supply. For the <br /> applicant to upgrade the system to meet these standards, it will require extensive water <br /> system improvements, including, but not limited to, storage reservoirs, booster pumps, <br /> and distribution pipelines. In this particular case, the Planning Director will support a <br /> change of zone to FA-la to allow for the subdivision of the property into three parcels <br /> that will then be conveyed to the applicant's family members. The main reason for <br /> supporting this request is that no new additional DWS water meters will be required to <br /> service the proposed subdivision and the applicant will install a private pump system to <br /> increase water pressure for each lot. The issue surrounding the substandard service <br /> provided by the existing water meters currently servicing the project site is not about lack <br /> of capacity, it is about adequate pressure, which the applicant intends to resolve by the <br /> installation of a pump and storage system to supplement the existing system. The <br /> applicant made recent efforts to secure the transfer of two additional water meters to <br /> service the project site in accordance with existing protocols offered by the Department of <br /> Water Supply, with each water meter being able to service a single family residential unit. <br /> At no time was lack of adequate service through these existing and transferred water <br /> meters ever an issue. It was simply a lack of adequate pressure, which will be resolved <br /> through onsite improvements. Additionally, the property receives about 35 inches of rain <br /> annually which should be sufficient for agricultural purposes. <br />
