• <br /> BTakehiroSLUREZ.jwd-10-13-15 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> MINORU JR.AND KATHERINE TAKEHIRO <br /> STATE LAND USE BOUNDARY AMENDMENT APPLICATION (SLU 15-000043) <br /> CHANGE OF ZONE APPLICATION (REZ 15-000194) <br /> MINORU JR. AND KATHERINE TAKEHIRO have submitted applications for a State Land <br /> Use Boundary Amendment from Agricultural to Urban and a Change of Zone from <br /> Agricultural-3 acre(A-3a)to Residential and Agricultural-.5 acre (RA-.5a) for approximately <br /> 2.666 acres of land. The property is located on the southwest corner of the Mamaki Street-Awa <br /> Street intersection, Pana`ewa House Lots 2nd Series, Waiakea, South Hilo, Hawai`i, <br /> TMK: 2-2-056:002. <br /> PROPOSED ACTION <br /> 1. Request: The applicants are requesting a State Land Use Boundary Amendment from an <br /> Agricultural to an Urban district and a Change of Zone from A-3a to RA-.5a to <br /> accommodate a proposed subdivision of the 2.66-acre property into four lots consisting <br /> of a minimum of 0.5-acre in size to be conveyed to their children. The proposed 4-lot <br /> subdivision would consist of three (3) lots that are at least one-half(1/2) acre each. The <br /> fourth lot would consist of 1+ acre and is where the applicants currently reside. <br /> (Planning Department Exhibit 1 - State Land Use Boundary Amendment and <br /> Change of Zone Applications) According to the Zoning Code, the purpose of the <br /> Residential and Agricultural zoning district is to provide for activities or uses <br /> characterized by low density residential lots in rural areas where"city-like" <br /> concentrations of people, structures, streets, and urban level of services are absent, and <br /> where small farms are intermixed with low density residential lots. Requirements for <br /> establishing a land use in the RA zoning district,including a list of the variety of <br /> permitted land uses, are shown in Section 25-5-50 to 57 of the Zoning Code.
