STATE AND COUNTY PLANS <br /> 3. State Land Use Designation: Agricultural. <br /> 4. GP LUPAG Map: Low Density Urban. This designation allows residential uses(up to <br /> six units per acre), with ancillary community and public uses, and neighborhood and <br /> convenience-type commercial uses. <br /> 5. County Zoning: Agricultural 3-acre(A-3a). <br /> 6. Hilo Community Development Plan: The Hilo Community Development Plan adopted <br /> by Planning Commission Resolution No. 1 on May 21, 1975 identifies the area as A-3a. <br /> 7. Special Management Area (SMA): The Special Management Area is a part of the <br /> Coastal Zone Management Program and regulated by the County. The property is not <br /> located in the Special Management Area. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 8. Subject Property: The property is an approximately 2.666-acre rectangular shaped lot <br /> on the southwest corner of the Mamaki Street-Awa Street intersection. There are three <br /> (3) existing dwellings (constructed in 1966, 1994 and 2002), several sheds, and several <br /> greenhouses on the property. The property is one of twenty-five lots approved under <br /> Subdivision No. 2083 (Panaewa Farm Lots 2nd Series) on February 19, 1964. <br /> 9. Surrounding Zoning/Land Uses: Surrounding properties are zoned A-3a and includes a <br /> mix of single-family dwellings, agriculture uses, or vacant land. Panaewa Farm Lots Pt <br /> Series approved under Subdivision No. 1091 on February 11, 1957, is located to the north <br /> of the subject site. This area was reclassified into the Urban District during the 1969 <br /> Boundary Review. A similar rezoning from A-3a to RA-.5a(Ag to Urban)was approved <br /> on April 4, 2007 (Ordinance No. 07-39)just to the north of the subject property on the <br /> west side of Awa Street. <br /> 10. ALISH: "Other Important Agricultural Land". <br /> 11. Land Study Bureau's Detailed Land Classification System: "E" or"Very Poor". <br /> 12. U.S. Soil Survey: Papai extremely stony muck, 6 to 20 percent slopes (rPAE), which <br /> consists of well-drained, thin, extremely stony organic soils over A`a lava. This soil has <br /> severe limitations that make them unsuited for cultivation and restricts the use largely to <br /> pasture or range, woodland or wildlife. <br /> 13.
