BMcC1aiyREZ.mjj 10/13/15 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> BRAD McCLARY <br /> CHANGE OF ZONE APPLICATION (REZ 15-000193) <br /> BRAD McCLARY has submitted an application for a Change of Zone from <br /> Agricultural- 3 acres (A-3a)to Residential and Agricultural- 1 acre(RA-la) for 2.73 acres of <br /> land. The property is located along the south side of Makalika Street, approximately 900 feet <br /> west of the Awa Street—Makalika Street intersection, Pana`ewa House Lots, South Hilo, <br /> Hawai`i, TMK: 2-2-052:027. <br /> PROPOSED ACTION <br /> 1. Applicant's Request: Change of Zone from A-3a to RA-la for 2.73 acres of land in <br /> order to subdivide the property into two lots. The RA-la zoning district, with a minimum <br /> lot size of 1 acre, would allow a maximum density of 2 lots for the 2.73-acre property, <br /> which is what the applicant is proposing. According to the Zoning Code, the purpose of <br /> the Residential and Agricultural zoning district is to provide for activities or uses <br /> characterized by low density residential lots in rural areas where"city-like" <br /> concentrations of people, structures, streets, and urban level of services are absent, and <br /> where small farms are intermixed with low density residential lots. Requirements for <br /> establishing a land use in the RA zoning district, including a list of the variety of <br /> permitted land uses, are shown in Section 25-5-50 to 57 of the Zoning Code. Reason for the Request: The applicant is requesting the change of zone in order to <br /> subdivide the property into two lots for family estate planning purposes. There is an <br /> existing dwelling on the front portion of the property which was constructed in 1959 with <br /> an attached `ohana dwelling built in 1985. Upon approval of the request, the applicant <br /> plans to build a single-family dwelling on the newly created lot to be used as a home for <br /> the applicant's elderly relatives. (P.D.
