STATE AND COUNTY PLANS <br /> 4. State Land Use District: Urban. <br /> 5. General Plan LUPAG Map Designation: Low Density Urban. This designation allows <br /> residential uses (up to six units per acre),with ancillary community and public uses, and <br /> neighborhood and convenience-type commercial uses. <br /> 6. County Zoning: Agricultural- 3 acres(A-3a). The Agricultural zoning district provides <br /> for agricultural and very low density agriculturally-based residential use, encompassing <br /> rural areas of good to marginal agricultural and grazing land, forest land, game habitats, <br /> and areas where urbanization is not found to be appropriate. <br /> 7. Hilo Community Development Plan (CDP): The Hilo Community Development Plan <br /> adopted by Planning Commission Resolution No. 1 on May 21, 1975 identifies the area <br /> as A-3a. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 8. Subject Property: The property is rectangular in shape and its topography is relatively <br /> level. Structures on the property include a 3-bedroom, 2-bathroom single-family <br /> dwelling situated in the northeast corner of the property. This house was built in 1959 <br /> with Building Permit No. 22012. An attached carport was built in 1962 with Building <br /> Permit No. 25973. A 1-bedroom, 1-bathroom `ohana dwelling was constructed behind <br /> the main house in 1985 with Building Permit No. 85118. Ohana Dwelling Permit No. <br /> 83-60 was issued on August 15, 1983 by the Planning Department for the `ohana <br /> dwelling. An asphalt driveway leads from the road to the house. The remainder of the <br /> property contains ornamental shrubs and trees, fruit trees and grass. <br /> 9. Surrounding Zoning/Land Uses: Surrounding properties are similarly zoned <br /> Agricultural- 3 acres(A-3a) and are in residential and agricultural-orchard use. Similar <br /> rezones in the area include a property located about 1,700 feet to the southeast on Lama <br /> Street,which was rezoned from A-3a to RA-1 a in 2011 to create a 2-lot subdivision and a <br /> property 1,500 to the south on Awa Street, which was rezoned from A-3a to RA-.5a in <br /> 2007 to create a 3-lot subdivision. <br /> 10.
