13. U.S.D.A. Soil Survey: The Papai extremely stony muck (rPAE) soil series consists of <br /> well-drained, thin, extremely stony organic soils over fragmental A`a. Permeability is <br /> rapid, runoff is slow and the erosion hazard is slight. This soil type is used for woodland, <br /> pasture, orchards and truck crops. <br /> 14. Flood Zone: The subject property is in Zone "X", which is an area determined by <br /> FEMA to be outside the 500-year flood plain. <br /> 15. Flora/Fauna Resources: No professional surveys were conducted of the property, as the <br /> property has been developed with two dwellings and several greenhouses. The green <br /> houses are used mainly for growing different types of vegetables and the remainder of the <br /> property contains numerous types of fruit trees and some chickens. Due to the history of <br /> extensive land disturbance, it is highly unlikely that the property contains habitat for any <br /> federally or State listed candidate or proposed threatened or endangered plant or animal <br /> species. <br /> 16. Archaeological/Historical Resources: A formal archaeological survey was not <br /> conducted because the property has been fully developed with two dwellings, several <br /> greenhouses, and has been extensively cultivated. Therefore, it is unlikely that any <br /> surface or subsurface archaeological resources remain on the property. The Department <br /> of Land and Natural Resources- State Historic Preservation Division has issued a no- <br /> effect letter dated December 24, 2015 stating that no historic properties will be affected <br /> by the proposed change of zone and subdivision. <br /> 17. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the site, nor existence of any known <br /> valued cultural,historical or native resources in the area. <br /> 18. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 19. Access: Access will be from Lama Street, which is a 20-foot wide paved County <br /> roadway with grass shoulders within a 50-foot wide right-of-way. <br /> 20. Water: County water is available to the property via a 2-inch waterline within Lama <br /> Street from a 12-inch waterline approximately 500 feet within Railroad Avenue. The <br /> property is currently served by one water meter. <br /> -3- <br />
