Dru Kanuha, Council Chair <br /> and Members of the County Council <br /> Page 5 <br /> Director(s)has applied a broad brush interpretation for this area as Industrial, which <br /> includes uses such as manufacturing and processing, wholesaling, large storage and <br /> transportation facilities, light industrial and industrial-commercial uses. <br /> The ALISH Map identifies the property as Prime Agricultural Land and the Land <br /> Study Bureau's Productivity rating for the site is "C"or"Fair". The property is fully <br /> developed with a 17,000 square-foot warehouse structure, an anthurium greenhouse and <br /> paved parking. Surrounding properties to the west and north are situated in the State <br /> Land Use Urban district and zoned ML-20. Properties to the northeast, east and south are <br /> situated in the State Land Use Agricultural district and zoned A-20a and A-5a. The <br /> Ulupono Town Center,which is zoned MCX-20, is located across Milo Street to the <br /> northwest. Properties across from the Kea'au Bypass Road are situated in the State Land <br /> Use Urban district and zoned RS-10 and RS-15. Surrounding land uses consist of the <br /> Greenhouse Specialists (REZ 2009-110) on the adjoining property to the west. Christian <br /> Liberty Academy(SPP 925) operates on the adjoining property to the west. CU Hawai`i <br /> Credit Union is located within the Ulupono Town Center, which is located across Milo <br /> Street. Lastly, there are dwellings located on small agricultural parcels just to the south <br /> of the subject property. The Hawai`i Right to Farm Act, HRS chapter 165,was enacted <br /> to protect farming operations on land in the State Land Use Agricultural District when <br /> adjacent land is reclassified out of the Agricultural District. A condition of approval will <br /> require the applicant notify prospective purchasers, tenants or lessees of the Hawai`i <br /> Right to Farm Act. Therefore, the requested Limited Industrial zoning is consistent with <br /> the General Plan LUPAG Map. <br /> All utilities and services are available to the site. According to the <br /> Department of Water Supply, there is an existing 1-inch meter serving the subject parcel <br /> that has averaged approximately 2,170 gallons per day(GPD) over the past two (2) years. <br /> This equates to approximately six (6)units of water at 400 gallons per day per unit, <br /> which is three(3)times the average daily usage that was allotted to the parcel. According <br /> to the applicant, there is an existing 8-inch waterline along Milo Street. A condition of <br /> approval will be included for the applicant to submit daily water usage calculations to <br /> the Department of Water Supply. <br /> There is an existing septic system for wastewater, which complies with all <br /> applicable Department of Health rules and regulations. Solid waste will be disposed of <br /> at appropriate sites designated by the Department of Environmental Management. <br />
