If approved, the site would be subdivided pursuant to the Zoning and Subdivision <br /> Codes. Further, all uses and standards consistent with the requested FA-la zone <br /> would be adhered to. <br /> D. PUBLIC FACILITIES AND SERVICES <br /> 28. Description of access: (paved or unpaved, private or county, <br /> right-of-way and pavement width. If private road, submit evidence of legal <br /> access rights): Immediate access to the project would be via an existing County <br /> road called Akala Road. This road has a 30-foot wide paved section that extends <br /> from Kaumana Drive to a dead-end. The unpaved shoulders have a width of at least <br /> 3-5 feet on both sides. <br /> In this general area, Akala Road has a right-of-way of 60 feet, with at least a 30-foot <br /> pavement. There is adequate sight distance in the area of the existing access, an <br /> additional access to the second parcel if approved, would also allow for adequate site <br /> distance while entering or exiting Akala Road. <br /> Further, access from Akala Road onto Kaumana Drive will be no problem. This is <br /> supported by the recent opening of the Puainako Street extension to Country Club <br /> Drive which now accommodates the flow of most of the traffic traveling to and from <br /> the Hilo town to upper Kaumana and Saddle Road destinations. <br /> 29. Availability of water: County water is presently available to the single <br /> residential structure on subject property. One additional water meter is needed to <br /> accommodate the new parcel. <br /> 30. Sewage disposal: There is no County wastewater system in this area. <br /> As such, a septic tank or cesspool system meeting with the approval of the <br /> Department of Health will be allowed. This will be done by the applicants and/or <br /> respective landowner in conjunction with the issuance of a building permit for a <br /> dwelling. <br /> 31. Solid waste: Solid waste will be handled through commercial haulers or <br /> the individual homeowners into authorized landfill sites or transfer stations. With the <br /> requested FA-la zoning, the potential for uses associated with toxic or related <br /> chemical waste would be minimal, if at all. It should be noted that the applicants <br /> intend to retain most of the vegetation on the site and use it for composting for their <br /> property. Thus, waste from this project would be equal to a domestic use. <br /> 32. Police & fire protection: As this area is already part of the City of Hilo <br /> area, it is already being serviced. No extension of government services would be <br /> required. The nearest fire station is located less than 4 miles from the site and the <br /> main police station is located less than 5 miles from the site. <br /> 9 <br />
