The downtown area of the City of Hilo is located less than five (5) miles to the east. <br /> There are many urban uses proximate to the site in and around the district of <br /> Kaumana, including Kaumana Elementary School, Kaumana Caves, The Regency, <br /> Crivello's Store, Kaumana Baptist Church and Preschool and Ainako '76, etc. <br /> Given the existing and zoned conditions, the proposed development would not be <br /> incongruous with the emerging Family-Agricultural pattern of this area. <br /> 24. Economic resources of the area: For one, it may provide limited short-term <br /> economic opportunities largely through the construction of any improvements <br /> required for the subdivision. More importantly, however, longer-term opportunities <br /> would be created largely in the form of small-scale truck crops by more individual <br /> parcel owners. In so doing, the resultant project should add revenues to the County <br /> and State coffers. The project intends to be energy conscious through the use <br /> and/or encouragement of solar energy and design features to take advantage of wind <br /> patterns. <br /> The requested zoning would have some measure of economic impact, as it would <br /> enhance the potential for the subject site to be more intensively utilized as a small <br /> backyard farm. <br /> Further, there will be some small short-term construction activity. And this could <br /> help with the area's economy. <br /> 25. Land values: $138,600 (See Attachment H). <br /> Surrounding lands: <br /> 26. Land use: The land uses in this area are a mixture of urban/residential and <br /> agricultural. The urban area is located on the Puna side of the subject property <br /> along Kaumana Drive. The area to the north is a residential area with fruit trees, <br /> while there is property overgrown by natural vegetation that include fruit trees mauka <br /> or west of the subject area. This property is zoned FA-2a. <br /> There are also single-family residences located south of subject property zoned <br /> RS-15. Properties south of subject properties are zoned AG-1. The area east of <br /> subject property consists of natural vegetation and a single-family residence zoned <br /> AG-1. <br /> Given the existing and zoned conditions, the proposed development would not be <br /> incongruous with the emerging Family-Agricultural pattern of this area. <br /> 27. Zoning: The County zoning of the subject property is Family Agricultural-2 <br /> acre (FA-2a). Properties in the general area are zoned FA-1 a, and RS-10 and <br /> RS-15. <br /> 8 <br />
