Such legally binding policies,however, shall be implemented with <br /> new changes of zone,time extensions on existing zoning requiring County Council action, <br /> state land use boundary amendments, and Special Management Area(SMA)permits, when <br /> applicable" (emphasis added). Additionally,the Kona CDP states"in recognition of the <br /> importance of Kailua Village as the cultural,retail and visitor core of the Kona District, <br /> redevelopment of the area shall be a high priority." <br /> As such, we are requesting that you meet with our Kona Office for direction, support and to <br /> expedite the translation and implementation of the Kona CDP goals,objectives,policies,actions, <br /> and design guidelines as applied to your proposed development project prior to resubmitting an <br /> application for time extension. <br /> In addition to including a discussion regarding how the time extension request conforms to the <br /> concurrency requirements and Kona CDP, the request must address the criteria for granting a <br /> time extension shown in Condition N(1-3)of the ordinance. <br /> Please contact Bennett Mark with the Kona Planning Department, at 323-4775 to schedule an <br /> • appointment to discuss the Kona CDP.
