WHEREAS, Section 4.5.11 `Maintain Active State and Regional Profile on Zero Waste <br /> Public Policy' of the County of Hawai`i IRSWMP states, "The County could work with State <br /> and Federal legislators and encourage other communities in the region to adopt similar zero <br /> waste goals and plans. This effort could include a coordinated effort with regional cooperation, <br /> to support state and national efforts to adopt: <br /> • Extended producer responsibility. <br /> • Deposit programs. <br /> • Funding of zero waste initiatives through statewide or regional landfill surcharges <br /> and product charges. <br /> • Change school collection contracts to include recycling. <br /> • Full cost accounting for waste disposal. <br /> • Packaging levies (for example, on plastic bags). <br /> • Minimum recycled content standards for additional products. <br /> • Design for the environment programs. <br /> • Green procurement and green building guidelines for the public sector. <br /> • National measuring, monitoring and reporting in achieving zero waste goals. <br /> • New mechanisms for financial assurance for post -closure liabilities for landfills. <br /> Estimated cost: There would be little cost associated with this option beyond some staff time <br /> spent on zero waste advocacy, and modest expenses for supplies;" now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br /> hereby encourages manufacturing of packaging on Hawai'i Island that is aligned with Integrated <br /> Resources and Solid Waste Management Plan and zero waste policies, as recommended by the <br /> Hawai`i Island Packaging Sustainability Initiative Stakeholders Task Force. <br /> BE IT FURTHER RESOLVED that the County of Hawai`i Department of <br /> Environmental Management and members of the Hawai`i Island Packaging Sustainability <br /> Initiative Stakeholders Task Force work collaboratively with Federal, State, County, and private <br /> agencies to provide guidance regarding the implementation of this resolution as provided herein. <br /> 2 <br />
