BOgasawaraREZ.mjj 9/19/16 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> PAUL OGASAWARA <br /> CHANGE OF ZONE APPLICATION (REZ 16-207) <br /> PAUL OGASAWARA has submitted an application for a Change of Zone from a <br /> Single-Family Residential— 10,000 square feet(RS-10) to a Village Commercial— 10,000 square <br /> feet(CV-10) zoning district for approximately 29,837 square feet of land. The subject property <br /> is located on the south side of Pahoa Village Road, about 320 feet southeast of Akeakamai Loop, <br /> Pahoa Village, Puna, Hawai`i, TMK: 1-5-002:027 and 1-5-114:020 (portion). <br /> PROPOSED ACTION <br /> 1. Applicant's Request: Change the zoning district from Single-Family Residential— <br /> 10,000 square feet (RS-10)to a Village Commercial— 10,000 square feet (CV-10) for <br /> 29,837 square feet of land. According to the Zoning Code, the purpose of the Village <br /> Commercial zoning district is to provide a broad range or variety of commercial and light <br /> industrial uses that are necessary to serve the population in rural areas where the <br /> supplementary support of the general business uses and activities of a central commercial <br /> district is not readily available. Requirements for establishing a land use in the CV <br /> district, including a list of the variety of permitted land uses, are shown in Section 25-5- <br /> 120 to 128 of the Zoning Code. (P.D. Exhibit 1 —Zoning Code Requirements for <br /> Village Commercial Districts) <br /> 2. Reason for Request: The applicant, a lifelong resident of Pahoa, owns and operates a <br /> gas station, auto repair shop called Paul's Repair Service, and a convenience store called <br /> N&P Mart on the CV-10 zoned portion of TMK 1-5-114:020. In 2004 he acquired a <br /> 21,750 square foot portion of an adjoining parcel, zoned RS-10, and had this area <br /> consolidated with the CV-10 zoned portion of parcel 20, creating a split zoned lot. Since <br /> then, at least 10,000 square feet of the newly acquired area was used for activities <br /> associated with the commercial uses, primarily as a driveway and parking. The applicant <br /> is requesting the change of zone in order to confirm the existing gas station and auto <br /> -1- <br />
