• <br /> CHANGE OF ZONE APPLICATION <br /> BACKGROUND AND COUNTY ENVIRONMENTAL REPORT <br /> APPLICANTS: Robert S.and Carol Oshiro <br /> REQUEST: Single Family Residential 10,000 square feet(RS-10)to Residential- <br /> Commercial Mixed Use 10,000 square feet(RCX-10) <br /> TAX MAP KEY: (3)2-2-040: 004 <br /> A) SUBJECT REQUEST <br /> 1) Details of the Proposed Development: <br /> a) Project description: The subject property is situated on the east side of Kilauea <br /> Ave., approximately 180 feet north of the Kilauea Ave.—Kahaopea Street <br /> intersection,Waiakea, South Hilo, Island of Hawaii, Tax Map Key No. (3)2-2- <br /> 040: 004. The subject property is a 1 acre parcel which has been developed with <br /> four single family dwelling units currently on the property. The first dwelling <br /> was constructed in 1944 and the most recent one was constructed in 1992. The <br /> oldest dwelling is unoccupied and in dilapidated condition. The applicants intend <br /> to demolish the unoccupied dwelling to construct a new 2,280 square foot <br /> restaurant. The remaining three dwellings will be retained for residential use and <br /> are currently occupied by the applicants and other family members. <br /> The applicants are requesting a change of zone from Single Family Residential <br /> 10,000 square feet(RS-10)to Residential-Commercial Mixed Use 10,000 square <br /> feet(RCX-10)for 1 acre of land. <br /> b) Statement of objectives and reasons for the request: The applicants are <br /> requesting the change of zone to allow the construction of a new 2,280 square <br /> foot restaurant. The applicants have a son who is a chef and they would like to <br /> help him fulfill his dream of having his own restaurant. The restaurant will be <br /> open for breakfast, lunch and dinner, six days a week from 6 a.m. to 9 p.m. It is <br /> anticipated that the restaurant will have eight employees in addition to the owner. <br /> c) Timeframe and cost: The applicants are currently obtaining a demolition permit <br /> to demolish the unoccupied single family dwelling and intend to commence <br /> construction of the restaurant as quickly as possible following the approval of the <br /> change of zone. The estimated cost of developing the restaurant is $220,000. <br /> d) Traffic impacts: No specific Traffic Impact Analysis Report(TIAR)was <br /> prepared for the subject application. The subject property is fronted by Kilauea <br /> Avenue which is a major collector road that extends from downtown Hilo to the <br /> Waiakea Homesteads. At the project site,Kilauea Avenue has two travel lanes <br /> and a center turning lane. Existing traffic volumes are high due in part to the <br /> proximity of major shopping areas including the Puainako Town Center, KTA <br /> Shopping Center and the Prince Kuhio Plaza. The proposed 2,280 square foot <br /> restaurant will not add significant traffic to existing volumes in the area. <br /> 1 <br />
