B) CONFORMANCE WITH STATE/COUNTY PLANS <br /> 1) State Land Use designation: The subject property is situated within the State Land <br /> Use Urban district. <br /> 2) Coastal Zone Management: The subject application is not contrary to the policies <br /> and objectives of Chapter 205A,the Coastal Zone Management Program. The <br /> subject property is not a shorefront parcel and is located over 2 miles from the nearest <br /> coastline. The application will have no effect on public access to the shoreline, will <br /> not significantly impact scenic resources and will not have any effect on coastal <br /> ecosystems. <br /> 3) Hawaii State Plan: The Hawaii State Plan serves as a guide for the growth and <br /> future long-range development of the State. Chapter 226, Hawaii Revised Statutes <br /> provides the following long term goals and policies of the Hawaii State Plan: <br /> • A strong,viable economy characterized by stability, diversity and growth that <br /> enables the fulfillment of the needs and expectations of Hawaii's present and <br /> future generations. <br /> • A desired physical environment characterized by beauty, cleanliness, quiet, stable <br /> natural systems, and uniqueness,that enhances the mental and physical well being <br /> of the people. <br /> • Physical, social and economic well-being for individuals and families in Hawaii, <br /> that nourishes a sense of community responsibility, of caring, and of participation <br /> in community life. <br /> • Encourage urban growth primarily to existing urban areas where adequate public <br /> facilities are already available or can be provided with reasonable public <br /> expenditures, and away from areas where other important benefits are present, <br /> such as protection of important agricultural land or preservation of lifestyles. <br /> The subject application is in general conformance with the goals and policies of the <br /> Hawaii State Plan. If approved,the proposed change of zone request will allow <br /> parents to facilitate the dreams of their son to run his own restaurant. The <br /> construction of a new 2,280 square foot restaurant will enhance the economic <br /> viability of the area and will be an economic asset to the community. <br /> 4) Applicable goals/policies and objectives of the General Plan: The proposed <br /> project is consistent with the following goals,policies, and objectives of the General <br /> Plan. <br /> Economic Element <br /> • Provide residents with opportunities to improve their quality of life through <br /> economic development that enhances the County's natural and social <br /> environments. <br /> • Economic development and improvement shall be in balance with the physical, <br /> social and cultural environments of the island of Hawaii. <br /> 2 <br />
