Such designation allows village and neighborhood <br /> commercial uses and single-family and multiple-family residential uses and related <br /> functions, up to 35 units per acre. In addition to being consistent with the LUPAG Map, <br /> the request would also support the following goals and policies of the General Plan Land <br /> Use elements, Economic, and Transportation elements: <br /> LAND USE— GENERAL <br /> • Zone urban- and rural-types of uses in areas with ease of access to community <br /> services and employment centers and with adequate public utilities and facilities. <br /> • Allocate appropriate requested zoning in accordance with the existing or projected <br /> needs of neighborhood, community, region and County. <br /> • Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with adjacent <br /> zoned uses, availability of public services and utilities, access, and public need. <br /> LAND USE—COMMERCIAL <br /> • Provide for commercial developments that maximize convenience to users. <br /> • Encourage the concentration of commercial uses within and surrounding a central <br /> core area. <br /> • Require developers to provide basic infrastructure necessary for development. <br /> • Provide commercial developments that complement the overall pattern of <br /> transportation and land usage within the island's regions, communities, and <br /> neighborhoods. <br /> • The development of commercial facilities should be designed to fit into the locale <br /> with minimal intrusion while providing the desired services. Appropriate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br />
