Should such <br /> services not be available, the development of more intensive uses should be in <br /> concert with a localized program of public and private capital improvements to <br /> meet the expected increased needs. <br /> ECONOMIC <br /> • Strive for an economic climate that provides its residents an opportunity for the <br /> choice of occupation. <br /> • Strive for diversification of the economy by strengthening existing industries and <br /> attracting new endeavors. <br /> TRANSPORTATION —ROADWAYS <br /> • Widen and provide curb, gutter and sidewalk improvements along Kilauea <br /> Avenue from Haihai Street to Ponahawai Street. <br /> The State Land Use designation for the subject property is Urban. The property is <br /> designated Urban by the Land Study Bureau's Productivity Rating. The Hilo Community <br /> Development Plan (CDP), adopted in 1975, suggests residential uses in this area. <br /> However, this area is transitioning to higher density commercial type uses consistent with <br /> the more recently adopted land use plans like the General Plan. The proposed change of <br /> zone would complement the commercial land uses that already exist in this area and will <br /> provide for an orderly development of the area. <br /> Parcels adjacent to the north and across Kilauea Avenue to the west are zoned <br /> Single-Family Residential (RS-10) and primarily consist of single-family residential uses. <br /> The properties adjacent to the south and east of the subject property are zoned <br /> Neighborhood Commercial (CN-10) and consist of a parking lot to the south and the <br /> Puainako Town Center commercial area consisting of retail shops, grocery stores, and <br /> restaurants. Thus, the applicant's request is consistent with surrounding land uses and <br /> zoning. <br />
