REQUEST: Request to amend Ordinance 16-73, Capital Improvement Budget, to increase the appropriation for the following project: Kula'imano & Papa'ikou Dewatering & Barminutor Replacement—$2,700,000 from State Revolving Fund Kula'imano & Papa'ikou Dewatering & Barminutor Replacement—$300,000 from General Obligation Bonds B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State Department of Health has indicated that funding through the State Water Pollution Control Revolving Fund Loan Program is available for the Kula'imano & Papa'ikou Dewatering & Barminutor Replacement project. Ordinance 16-73 includes funding in the amount of $300,000 for design from State Revolving Fund (SRF) funding. This request is to appropriate $300,000 for design to come from County General Obligation Bonds and to appropriate $2,700,000 for construction from SRF funding. The State Department of Health has indicated that they are not able to fund the design for this project, therefore funding is requested to come from general obligation bonds. The Kula'imano and Papa'ikou Wastewater Treatment Plant upgrades include the following: (1) replacement of existing sludge dewatering systems, (2) replacement of existing barminutors with screening devices, (3) modification to the existing potable water systems to integrate air-gap protection, (4) replacement of existing underground aeration piping (Kula'imano facility only), and (5) assessment of existing electrical systems to identify and implement necessary upgrades to the electrical systems.
