BRhodesMooreLLCAmendREZ.doc-12/27/16 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> RHODES MOORE, LLC (formerly GRAPHIC IMAGES HAWAII, INC. and FINANCE <br /> HOLDINGS, LTD. and TRI-ELECTRIC, INC.) <br /> AMENDMENT TO CHANGE OF ZONE ORDINANCE NO. 12 111 (REZ 840) <br /> RHODES MOORE, LLC has submitted a request to amend Condition C (Final <br /> Subdivision Approval), Condition G (Secure Letter of Map Revision from FEMA), and <br /> Condition Q (Fair Share Contribution) of Ordinance No. 12 111, which amended Ordinance No. <br /> 99 116, which amended Ordinance No. 96 159, which rezoned approximately 7.402 acres from <br /> the Single-Family Residential— 10,000 square feet (RS-10) district to the Neighborhood <br /> Commercial—7,500 square feet (CN-7.5) district. The amendments to conditions relate to a 5- <br /> year time extension to secure final subdivision or plan approval, the timing of installing drainage <br /> improvements on the property, and request for relief from fair share contribution provisions for <br /> an assisted living facility. The property is located on the southeast side of the intersection of <br /> Kanoelehua Avenue (State Highway 11) and East Kahaopea Street, Waiakea Homestead House <br /> Lots, South Hilo, Hawai`i, TMK: 2-2-044:031, 032, 035 and 037. <br /> CURRENT DEVELOPMENT PLANS <br /> 1. The applicant is currently in contract to purchase the property from the landowner, <br /> Graphic Images Hawai`i, Inc. In August 2016 the applicant submitted a Use Permit <br /> application to develop a 120-bed assisted living facility in an approximately 81,404 <br /> square foot, three-story building. The assisted living facility would be developed in two <br /> phases with 88 beds developed in the first phase and 32 beds in the second phase, which <br /> would occur about 3-5 years after the first phase is completed. The facility would consist <br /> of a mix of studios, one and two-bedrooms, and Alzheimer/memory care units. Amenities <br /> will include fitness/exercise room, gardens, and walking paths. Services to provide <br /> elderly resident' daily needs will include medical services and personalized services for <br /> the individual's well-being, including memory care and mental stimulation services. <br /> Transportation assistance and social programs will also be provided.
