........... <br /> COUNTY OF HAWAII - STATE OF HAWAII <br /> RESOLUTION NO. 108 17 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH <br /> EXPENSES RELATED TO THE MALAMA `OHI`A PROJECT. <br /> WHEREAS, the `Ohi`a lehua tree (Metrosideros polymorpha) is the backbone of <br /> Hawai`i's native forests and is central to Hawaiian culture; and <br /> WHEREAS, according to the University of Hawai`i at Manoa, College of Tropical <br /> Agriculture and Human Resources, the fungal pathogen, Ceratocystis fimbriata(also known as <br /> `Ohi`a Wilt and Rapid `Ohi`a Death), has caused approximately 50,000 acres of`Ohi`a forest to <br /> have symptoms of the fatal disease on Hawai`i Island; and <br /> WHEREAS, the Malama `Ohi`a project will consist of a scientific study to validate the <br /> use of indigenous microorganisms and Korean natural farming methods to successfully treat <br /> and/or cure Rapid `Ohi`a Death, which will be conducted by a team of biologists, certified <br /> organic farmers,Native Hawaiian cultural practitioners, and volunteers, all under the leadership <br /> of Dr. Patrick Hart (professor of biology at the University of Hawai`i at Hilo) and Youngsang <br /> Cho (founder and president of JADAM Organic farming); and <br /> WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD) <br /> is a 501(c)(3) nonprofit organization whose mission is to accelerate the conservation, <br /> development and utilization of natural resources, improve the general level of economic activity, <br /> and to enhance the environment and standard of living in designated areas; and <br /> WHEREAS, BIRCD is sponsoring and helping to coordinate the Malama `Ohi`a project, <br /> because the project is in alignment with its goals to support Hawaiian culture, education, and the <br /> environment; and <br />
