Res 67-17 is worded so vaguely, it could apply to hiring attorneys and private court transportation for victims of the drug <br /> mob. And, if it did, I might support it. However, it could also apply to hiring chauffeurs to drive career criminals to court <br /> and job interviews. No county service does that for law-abiding citizens.The Going Home project already does that for <br /> ex drug offenders. Res 67-17 is asking to duplicate services. <br /> The prosecutor's office has a conflict of interest and should not be involved in channeling money into services for the <br /> crimnals and crimes it prosecuted. Prop 67-17 appears to be a kickback or a way for the prosecutor to apologize for <br /> prosecuting crime,which it should never do. <br /> I am testifying on behalf of Mana Gardens LLC where a local mob of drug abusers and dealers has taken money from <br /> three women who soon thereafter died of unnatural causes.The mob is trying to do the same to me. Local drug-related <br /> mob members have committed assault,theft, harassment, stalking,trespass, prolonged bullying and criminal property <br /> damage against me. However,the police officers gave the prosecutor a fictitious address for me so that the prosecutor's <br /> mail to that address was returned undeliverable. Whenever I gave the prosecutors my correct address, they immediately <br /> lost it. Consequently, the prosecutor dropped the few complaints the HPD routed.The criminal justice system fails in <br /> favor of the drug offenders and without any failsafes. Res 67-17 channels funding for services to the few drug-offenders <br /> who don't escape through the "cracks" in the system. If we repaired the system and installed failsafes,then the number <br /> of incarcerated offenders would reach the lev! <br /> el necessary to attract federal funding through the grant writing talent that we have on the Big Island. <br /> The drug-offenders have the cash to fund the drug court project.Who confiscated the acreage from Roger Christie's <br /> growers?Selling some of that land should cover the costs of pushing drugs onto people who are not eligible for medical <br /> marijuana permits. <br /> During Mitch Roth's campaign forum and the 1/21/2017 meeting, members of the public asked the prosecutor to <br /> prosecute the local mob.The prosecutor's decision to rely upon those police officers' decision not to prosecute the mob <br /> has enabled the mob of drug users and dealers to offend me on thousands of occasions including their 1/31/2017 <br /> assault.? <br /> Twice, I have informed the prosecutor's office of federal funding available for services for victims of crime. Before <br /> 1/21/2017,the prosecutor's office called me to tell me that they don't need the funding.Specifically, he said that they <br /> don't plan to ask for federal funding because they don't need it. If the prosecutor doesn't need federal funding, it <br /> doesn't need local funding. <br /> Within a few hours, 160 big island residents signed a petition.These residents are asking the prosecutor,the police <br /> department and other agencies to seek federal funding. <br /> With $42 million available for the drug court program from the OJP,federal funding is available for services for people <br /> convicted of drug-related offenses.* Also, see the graduated sanctions project.The Contingency Relief account should <br /> be reserved for expenses for which federal funding is not available. <br /> As its name implies, the Contingency Relief fund should relieve victims of the drug mob from the damages caused by <br /> drug abusers and dealers, including to hire an attorney to protect me from the mob while I'm asking the court to end the <br /> bullying relationship,to repair the gate they vandalized, and to replace the locks they cut from it. <br /> The drug mob scared away some of my social support.As set forth above,the police and prosecutor also withheld social <br /> support.That empowered the mob to cause irreparable damage. Even when the healthy brain and associated behavior <br /> appears to have recovered from a stressful challenge,studies of gene expression have revealed that the brain is not the <br /> same,just as the morphology after recovery appears to be somewhat different from what it was before stress <br /> (Goldwater et al., 2009).
