REQUEST: <br /> Please submit the attached bill to amend Ordinance No. 16-72, as amended, the Operating Budget for <br /> the County of Hawaii for the Fiscal Year ending June 30, 2017 to add Community Development Block <br /> Grant (CDBG) revenue and appropriate the same for the General Fund, as follows: <br /> 010.3301.19 Federal Block Grant $ 2,500,000.00 <br /> 010.3607.08 Block Grant Program Income $ 100,000.00 <br /> 010.931.5935.72 Hilo Adult Day Care - Construction $ 800,000.00 <br /> 010.931.5935.73 Residential Repair Program $ 354,645.00 <br /> 010.931.5935.74 Kula'imano Elderly Renovations $ 670,355.00 <br /> 010.931.5935.75 Food Basket - Emergency Food Transport - Acquisition $ 200,000.00 <br /> 010.931.5935.76 Boys & Girls Club Facility Improvements - Fencing $ 125,000.00 <br /> 010.931.5935.77 Administration, Planning & Fair Housing $ 450,000.00 <br /> Please also submit a resolution approving and adopting the 2017 County of Hawaii Action Plan and <br /> authorizing the Mayor of the County of Hawaii to execute and submit the Consolidated/Action Plan <br /> and all other related documents to the U.S. Department of Housing and Urban Development (HUD) for <br /> the CDBG Program. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) : <br /> This appropriation reflects anticipated CDBG funding from HUD for the PY2017 CDBG program and <br /> program income received or anticipated to be received by the Office of Housing and Community <br /> Development (OHCD) . These funds will be utilized to encourage the development of viable <br /> communities by providing decent housing, suitable and safe living environments, and providing <br /> accessibility for disabled individuals to public facilities. All of these projects will benefit <br /> persons of low and moderate income throughout the island of Hawaii. <br /> The Action Plan is submitted to HUD annually and includes the actual projects and activities that <br /> will be carried out with the County's 2017 CDBG funds.
