Valerie Poindexter, Council Chair <br /> and Members of the County Council <br /> Page 5 <br /> Change of Zone <br /> The applicant requests a Change of Zone from Agricultural - 20 acres (A-20a) to <br /> General Industrial - 20,000 square feet (MG-20) for approximately 6.505 acres of land. <br /> The applicant has submitted a concurrent request for a State Land Use Boundary <br /> Amendment from an Agricultural to an Urban district. The property is located east of <br /> Highway 11 (Volcano Highway), west of Railroad Avenue, and north of Highway 130 <br /> (Kea`au-Pahoa Highway), Kea'au, Puna, Hawai`i, TMK: (3)1-6-141:002. <br /> The applicant is requesting a Change of Zone to establish a 7,500+/- square-foot <br /> beverage processing facility(microbrewery) that will include a 2,000+/- square-foot <br /> supportive visitor/retail sales/tasting center with a 300 square-foot kitchen, as well as <br /> required improvements to the access road and parking areas. <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must also be considered as they may have an impact on similar areas in the <br /> County. <br /> The Change of Zone request from A-20a to MG-20 conforms to the goals, <br /> policies and standards of the General Plan. The General Plan is intended to be used as <br /> a policy guide for the coordinated growth and development of all sectors of the County. <br /> It sets forth goals, policies, standards and courses of action to accommodate growth <br /> without congestion, to designate and preserve the lands needed for residential use, <br /> commercial and visitor services, industry, agriculture and open space, and to coordinate <br /> these uses with the County's service and circulation systems. The overall goals, policies <br /> and standards are set forth to physically plan the lands in the County in the best interest of <br /> the island's residents. <br /> Surrounding properties are zoned A-20a, A-5a and FA-2a. Parcel 1, which the <br /> subject parcel was once a portion of, is the site of a water bottling facility and zoned <br /> A-5a. The three properties to the south are vacant and zoned FA-2a. To the north, is the <br /> site of two agricultural warehouse structures and zoned A-20a. There are various Special <br /> Permits approved in the area, including several processing facilities for papaya, pickled <br />
