dwelling. Each of the permits has received a final inspection by a Building Division <br /> Inspector. <br /> 11. Surrounding Zoning and Land Uses: To the north, west and south, the surrounding <br /> properties are zoned A-1 a and consist of lots ranging in size from 1 to 3 acres, most of <br /> which contain residences. The adjacent property to the east is a large agricultural lot, <br /> zoned A-400a, owned by the State of Hawai`i and leased to Parker Ranch Inc., which was <br /> rezoned in 2007 from A-40a and A-1 a to the current A-400a, under Change of Zone <br /> Ordinance No. 07 112. The most recent rezone in the area was in 2015 when a <br /> 0.813-acre property located about 444 feet to the east of the subject property was rezoned <br /> from A-1 a to RS-20 in 2015. <br /> 12. Agricultural Lands of Importance to the State of Hawaii (ALISH): A sliver of the <br /> northeastern portion of the property is identified as "Prime Agricultural Land" while the <br /> remainder of the subject property is identified as "Unclassified". <br /> 13. Land Study Bureau's Detailed Land Classification System: The southeast portion <br /> following the longest length of the property line to the northeastern property boundary <br /> line is classified as "C" or "Fair" for agricultural soil productivity. This is the property <br /> line adjacent to TMK: (3)6-5-001:020. The remainder of the subject property is <br /> classified as existing urban development. <br /> 14. U.S.D.A. Soil Survey: Palapalai silt loam series (PLC); permeability is moderately <br /> rapid, runoff is slow and the erosion hazard is slight. Roots can penetrate to a depth of <br /> 4 or 5 feet. This soil type is used for pasture. Maile medial silt loam series (MLD), <br /> 6 to 20 percent; permeability is moderately rapid, runoff is slow and the erosion hazard is <br /> slight. This soil type is used for pasture and woodland. <br /> 15. Flood Zone: The property is located in Zone X, an area determined by FEMA to be <br /> outside the 500-year flood plain. <br /> 16. Flora/Fauna Resources: There was no formal flora and/or fauna study conducted for <br /> this Change of Zone request. Due to previous grading, grubbing and cattle grazing <br /> activity, it is unlikely that any threatened or endangered floral or faunal species are <br /> present on the property. <br /> -3- <br />
