STATE AND COUNTY PLANS <br /> 4. State Land Use Designation: Urban. <br /> 5. General Plan LUPAG Map: Low Density Urban. This designation allows residential <br /> uses (up to six units per acre), with ancillary community and public uses, and <br /> neighborhood and convenience-type commercial uses. <br /> 6. County Zoning: Agricultural district with a minimum building site of one acre (A-1a). <br /> The Agricultural zoning district provides for agricultural and very low density <br /> agriculturally-based residential use, encompassing rural areas of good to marginal <br /> agricultural and grazing land, forest land, game habitats, and areas where urbanization is <br /> not found to be appropriate. <br /> 7. South Kohala Community Development Plan (CDP): The property is located in close <br /> proximity to the Waimea Town Center in an area identified in the South Kohala CDP as <br /> existing urban development. The South Kohala CDP was adopted by the Hawai`i County <br /> Council, Ordinance 08 159, on November 20, 2008. <br /> 8. Chapter 205A, HRS, Coastal Zone Management Program: The entire State of <br /> Hawai`i lies within the Coastal Zone Management (CZM) area. The intent of the Coastal <br /> Zone Management Program is to guide and regulate public and private uses in the CZM <br /> area with respect to recreational resources, historic resources, public access to shoreline, <br /> scenic and open space resources, coastal ecosystems, marine resources, economic uses, <br /> coastal hazards, managing development, public participation and beach protection. <br /> 9. Special Management Area (SMA): The subject property is not situated within the <br /> County's Special Management Area and is located over eight (8) miles from the nearest <br /> coastline. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 10. Subject Property: The subject property is approximately 1.166 acres in land size, is <br /> rectangular in shape and is situated at about the 2,770-foot elevation level. The property <br /> slopes down towards Hoku`ula Road. However, the property is positioned on an <br /> embankment higher than the roadway. The property is improved with a permitted single- <br /> family dwelling built in 1965, a carport and a moveable greenhouse. There have been <br /> numerous Building Permits over the years for additions and alterations to the existing <br /> -2- <br />
