15. Special Management Area (SMA): The Special Management Area (SMA) is a part of <br /> the Coastal Zone Management Program and regulated by the County. The project site is <br /> located over 1.4 miles from the shoreline and is not situated within the SMA. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREAS <br /> 16. Subject Property: The slightly trapezoidal shaped 6.569-acre subject property is located <br /> at the northwest corner of Komohana Street and Mohouli Street, at approximately the <br /> 300-foot elevation above sea level gradually sloping downwards towards Komohana <br /> Street. The subject property is vacant and covered with vegetation. <br /> 17. Surrounding Zoning and Land Uses: Surrounding properties are zoned A-1 a, RS-10 <br /> and UNV. The adjacent single-family residential district includes the Sunrise Ridge <br /> Subdivision to the north. Adjacent agriculturally zoned properties to the west consist of <br /> Phase 2 of the Mohouli Heights Senior Neighborhood. A large property directly across <br /> of Komohana Streets is both agricultural and single-family residential zoning. The <br /> property located at the southeast corner of Komohana Street and Mohouli Street is <br /> designated UNV, for use by the University of Hawai`i at Hilo. Other land uses within a <br /> half-mile radius of the subject property include medical offices and the University Park, <br /> which houses a number of research and technical support facilities for the U.S. <br /> Department of Agriculture Pacific Basin Agricultural Research Center and the <br /> astronomical observatories on Mauna Kea. <br /> 18. Agricultural Lands of Importance to the State of Hawaii (ALISH): Unclassified. <br /> 19. Flood Zone: The subject parcel is in an area designated as Zone X on the Flood <br /> Insurance Rate Map (FIRM) by the Federal Emergency Management Agency (FEMA). <br /> Zone X is an area determined to be outside the 500-year floodplain. All <br /> development-generated runoff shall be disposed of on site and not directed toward any <br /> adjacent properties. A drainage study shall be prepared and the recommended drainage <br /> system shall be constructed meeting the approval of the Department of Public Works. <br /> All earthwork activity, including grading and grubbing, shall conform to Chapter 10, <br /> Erosion and Sedimentation Control, of the Hawai`i County Code. <br /> 20. U.S.D.A. Soil Survey: The property is classified as Keaukaha Series, Keaukaha <br /> 5 <br />
