The Phase 3 project site <br /> is located makai of two projects currently under construction. These are the 30-unit <br /> Mohouli Phase 2 project providing one-bedroom rental units for low-income senior <br /> residents and the Hilo Adult Day Center project,which will provide adult day care <br /> services for approximately 80 clients. The Sunrise Ridge single-family residential <br /> subdivision is situated to the north, and single-family residential homes are situated to <br /> the east along Mohouli Street. Vacant property to the south is designated for use by <br /> the University of Hawaii at Hilo. Other land uses within a%Z mile radius of the <br /> subject property include medical offices,the University Park,which houses a number <br /> of research and technical support facilities for the astronomical observatories on <br /> Mauna Kea as well as the U.S. Department of Agriculture Pacific Basin Agricultural <br /> Research Center. <br /> 2) Lava Hazard Zone: The volcanic hazard as assessed by the United States <br /> Geological Survey for the project area is "3" on a scale of ascending risks—9 to 1 <br /> (Heliker 1990). Zone "3" includes the lower slopes of Mauna Loa which are <br /> "gradationally less hazardous than Zone 2 because of greater distance from recently. <br /> active vents and/or because the topography makes it less likely that flows will cover <br /> these areas." It should be noted that the entire city of Hilo is situated within Zone 3. <br /> 3) Distance from the coastline: The coastline is situated approximately 1.5 miles east <br /> of the subject property. <br /> 4) Agricultural Lands of Importance to the State of Hawaii(ALISH) designation: <br /> The subject property has not been included in ALISH system. <br /> 5) U.S.D.A.Natural Resources Conservation Services Soil Service Report soil type: <br /> The soils of the project area are classified as Keaukaha extremely rocky muck with 6 <br /> to 20 percent slopes(rKFD)and Pahoehoe lava flows(rLW)by the U.S Department <br /> of Agriculture Soil Conservation Service Soil Survey. The Keaukaha soil series <br /> consists of well drained thin organic soils overlying pahoehoe lava bedrock.
