The proposed project is not situated within an Federal Aviation Administration <br /> designated civilian airport Runway Clear Zone,within a military airfield Clear Zone <br /> or Accident potential Zone. The closest airport is the Hilo International Airport <br /> situated approximately 2.5 miles east of the project site. <br /> The proposed project is not situated within one mile of a NPL("Superfund")site, nor <br /> within 2,000 feet of a Comprehensive Environmental Response, Compensation and <br /> Liability Information System site,nor adjacent to any other known or suspected sites <br /> contaminated with toxic chemicals or radioactive materials. <br /> 13)Economic resources of the area: The County's population based on the 2010 <br /> census was 185,079, an increase of 24 percent since 2000. The population of the <br /> South Hilo District was 47,386 in 2000 and the 2010 census population was 50,927, <br /> which represent a 7.5%increase over the ten-year time period. <br /> The State's Housing Policy Study, 2006: Housing Issues for Senior Citizens (2006 <br /> Study)found that in 1990, 13.9%of the population in the State was over 62 years of <br /> age. In 2000,the percentage had grown to 15.3%and in 2010 it was forecast to be <br /> 18.9%. (The actual 2010 census data indicated that those 60 and older represented • <br /> 21.8% of the County population.) This growth in the elderly population is projected <br /> to continue at a rate of over two percent per year as compared to the overall <br /> population growth rate of one percent per year. <br /> The 2011 Hawaii Housing Planning Study reported that there were approximately <br /> 34,123 households with elderly members (at least one member 60 years or older) <br /> residing in the County. This amounts to 41%of all families in the County. <br /> The City of Hilo is the largest population center on the island with the main offices <br /> of the county government,branch offices of federal and state agencies located there. <br /> The island's major deep draft harbor and international airport are also located in Hilo. <br /> In addition to industrial, commercial and social service activities,the University of <br /> Hawaii at Hilo and Hawaii Community College, and affiliated research programs play <br /> an important role in Hilo's economy. <br /> Hilo and the rest of the east Hawaii communities are adjusting to the loss of the sugar <br /> industry in the mid 1990's. Industrial activities that remain include quarrying, <br /> construction material manufacturing and fabrication, storage,wholesaling facilities, <br /> garment manufacturing,processing and packaging of agricultural products and <br /> supportive services to businesses. Although the district enjoys some economic <br /> benefit from tourism,much of it is indirect through the spin-offs from the primary <br /> tourism activity in West Hawaii. <br /> 14) Land values: Real property tax records indicate that the assessed land value of <br /> 6.376 acre parcel utilized for Phase 1 project is $722,100 or approximately <br /> $113,250/acre. One acre parcels zoned A-la are valued at approximately$200,000 <br /> while 10,000 square foot residential parcelsare valued at approximately$150,000. <br /> 10 <br />
