Preservation Division (DLNR-SHPD) determined in response to a Chapter 6E-42 review <br /> that the proposed project "will result in no historic properties affected"for the entire <br /> 1.278-acre parcel due to the significant prior residential and urban development. <br /> 20. Cultural or Native Gathering Rights: According to the applicant,there is no evidence <br /> of any traditional and customary Native Hawaiian rights being practiced on the site, nor <br /> existence of any known valued cultural, historical or native resources due to previous <br /> grading and grubbing in the area. <br /> 21. Air Quality: Air quality in the subject area is mostly affected by emissions from natural <br /> and vehicular sources,as well as the volcanic haze from the Kilauea Volcano. The <br /> volcanic haze includes fine particles and gases, such as sulfur dioxide (SO2) and. <br /> hydrogen sulfide (H2S) which may cause hazardous health effects. Current SO2 and H2S <br /> levels on Hawai`i Island are available online at http://www.epa.gov/kilaueaairdata. The <br /> State Department of Health (DOH) will be installing additional permanent air quality <br /> monitoring stations to measure fine particles and sulfur dioxide on Hawai`i Island in <br /> response to the ongoing 2018 Lower East Rift Zone eruption. State law requires <br /> compliance with the Department of Health Air Pollution Rules, Chapter 60.1, Title <br /> 11, State of Hawai`i for fugitive dust control. <br /> 22. Noise Impacts: As the project construction is underway, the applicant will comply with <br /> the State Department of Health's noise regulations. <br /> 23. Flora/Fauna Resources: There was no formal flora/fauna study conducted for this time <br /> extension request. Due to previous grading and grubbing in the area, the applicant <br /> indicated that it is unlikely that any threatened or endangered flora or fauna species are <br /> present on the property. At the time of this writing, the U.S. Fish and Wildlife (USFWS) <br /> has not provided comments on the subject project. However, for other projects nearby, <br /> the USFWS commented that the endangered Hawaiian Hawk and Hawaiian Hoary Bat <br /> have been observed in the vicinity of the proposed project. In addition, the endangered <br /> Hawaiian Petrel, the threatened Newell's shearwater and the band-rumped storm petrel <br /> may transit the project area. In those projects, the USFWS recommended mitigation <br /> measures to avoid and minimize project impacts to the listed species. According to <br /> -5- <br />
