Public Access: According to the applicant, there is no record of a designated public <br /> access to the shoreline or mountain areas that traverses the property. <br /> 25. Civil Defense Sirens: Concurrency standards for civil defense sirens are met by <br /> two (2) separate civil defense sirens within range of the subject property, one at the <br /> Gilbert Carvalho Park and the other at the Mohouli Park. Therefore, there is no <br /> • requirement for the applicant to install any additional civil defense sirens for this <br /> amendment request. <br /> 26. Traffic Impacts: The Zoning Code concurrency section requires a Traffic Impact <br /> Analysis Report (TIAR) whenever a proposed development will generate over 50 peak <br /> hour trips. As this amendment request is for a 5-year time extension to complete <br /> • construction with no other proposed expansion of uses or structures, this action will not <br /> require the applicant to prepare a TIAR. Condition H of Ordinance No. 07 166 states that <br /> the applicant shall install street lights and traffic control as the DPW-Traffic Division <br /> may require. <br /> 27. Scenic and Visual Resources: The applicant does not anticipate any visual impacts to <br /> the existing ocean views from Ponahawai Street. Likewise, this project will not affect <br /> any Mauna Kea or Mauna Loa views from Ponahawai Street. The Hawai`i County <br /> General Plan does not list the subject property as a distinctive and identifiable landmark. <br /> 28. Streams: There are two (2) drainage easements which encumber the subject property. <br /> The nearest stream is the intermittent Alenaio stream, which is about 380 feet to the south <br /> and flows down towards the east (away from the subject properties). Any project and its <br /> potential impacts to State waters must meet State and Federal laws, rules and regulations. <br /> -6- <br />
