All of the structures <br /> on the subject parcels were built prior to the enactment of the zoning and building codes, <br /> therefore there are no building permits on record. <br /> 16. Surrounding Zoning and Land Uses: The land uses in the area are a mix of residential <br /> and commercial uses. Immediately adjacent properties, as well as surrounding properties, <br /> are zoned RS-10 and in single-family residential uses. Big Island Candies is located to the <br /> northeast of the project site and zoned CG-20. The area is transitioning to a commercial <br /> character as several properties in the vicinity of the site have been rezoned from Single- <br /> Family Residential (RS) to Neighborhood Commercial (CN) zoning since the subject <br /> parcels were rezoned in 2008. <br /> 17. Flood Zone: According to the Department of Public Works (DPW) Engineering <br /> Division, the subject parcels are currently designated as Zone X on the Flood Insurance <br /> Rate Map (FIRM)by the Federal Emergency Management Agency(FEMA). Zone X is an <br /> area determined to be outside the 500-year floodplain. <br /> 18. Archaeological/Historical/Cultural Resources: No professional surveys were <br /> conducted of the site, due to the history of extensive disturbance. By letter dated May 25, <br /> 2018, the Department of Land and Natural Resources-Historic Preservation Division <br /> determined that no historic properties would be affected by the proposed amendment. <br /> 19. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the site, nor existence of any known <br /> valued cultural, historical or native resources in the area. <br /> 20. Flora/Fauna Resources: There was no formal flora/fauna study conducted for this time <br /> extension request. As the project site has been improved and is located within an urban <br /> environment close to commercial, industrial and residential uses, no professional surveys <br /> were conducted of the site. The applicant believes that there are no rare or endangered <br /> floral or faunal resources within or proximate to the project site. <br /> 21. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the properties. <br /> -5- <br />
