leasable commercial area or its equivalent if industrial land uses are developed <br />tinder the MCXzoning. * <br />According to the applicant, they are not an active developer of the property and have been <br />seeking third party(les) to undertake the active development of the WHBP through the <br />sale of some or all of the project area since 2008 with no success. The applicant believes <br />that the upfront roadway improvement requirements (Kamanu Street Extension and <br />connection between Kamanu Street and Queen Ka`ahumanu Highway) are too cost <br />prohibitive to effectively market/develop the property. The proposed amendment would <br />provide for the sale/development of a significant portion of the WHBP, which would then <br />provide financial resources for the construction of the Kainanu Street extension <br />improvements. Additionally, the applicant believes that due to alternative regional <br />transportation facilities being completed in the area since 2004 (e.g. Ane Keohokalole <br />Highway between Palani Road and Hina Lani Street and Queen Ka`ahumanu Highway <br />widening project), the immediate improvement of the Kamanu Street extension is no <br />longer necessary to provide a solution to the regional traffic circulation needs. Finally, the <br />proposed amendment will require that Kanalani Street be constricted from the existing <br />Kanalani Street terminus in the Kaloko Light Industrial area to the future WHBP South <br />Access Road, instead of just to the future North Access Road as currently required in <br />condition K. These improvements will allow a second access to the area thereby reducing <br />congestion at the Kanalani Street/Hina Lani Street intersection, the Kainanu Street/Hina <br />Lani Street intersection and the Queen Ka` ahumanu Highway/Hina Lani Street <br />intersection.
