The applicant has not yet made a water commitment payment for Parcel 30 <br /> to support the affordable housing project. This water commitment payment will be the <br /> responsibility of EAH/HKI Kawili LLC. The applicant is requesting to amend Condition <br /> B to make the water commitment payment for Parcel 30 payable upon securing financing <br /> and prior to project construction. <br /> Condition C required that construction of the project be completed by <br /> March 20, 2012 (five years from the effective date of the ordinance). The applicant is <br /> requesting to amend Condition C to allow completion of construction of the project <br /> within ten (10) years from the effective date of the amended ordinance. The applicant has <br /> made steady, substantial progress in moving the proposed development forward and <br /> requests this additional time to secure financing and continue the permitting process. <br /> Condition F requires the applicant to design, purchase and install street lights and <br /> traffic controls, as may be required by the Department of Public Works (DPW). The <br /> applicant requests this condition be deleted because the applicant indicates based on a <br /> verbal consultation with DPW, entrance lights and traffic control measures will not be <br /> required for the project since streetlights and traffic controls already exist as the Kawili <br /> Street-Kapi`olani Street intersection, which is in close proximity to the project's access <br /> driveways at Kawili Street and Kapi`olani Street. <br /> The applicant, HIVM, is a 501(c)(3) nonprofit corporation administered by a <br /> volunteer Board with a mission to establish the Ka Hui Koa development project <br /> consisting of a combined veteran center(CVC) and community based outpatient clinic <br /> (CBOC) at its property on Kawili Street (Parcel 29). The CVC/CBOC building will co- <br /> locate several agencies and veteran service providers to offer a full range of services to <br /> active and retired military members and their dependents. Co-located offices under one <br /> roof and a multi-media conference room for training sessions and group meetings will <br /> result in an efficient delivery of services, including health care, not currently available in <br /> Hawai`i County. The CVC/CBOC is envisioned as a.public building which will be a one- <br /> story, 10,600-square foot, ADA accessible building. Federal funds are being sought for <br /> the construction of this building and user tenants will share in the operating costs. <br /> In 2015, HIVM partnered with EAH Housing/HKI Kawili LLC to develop the <br /> affordable housing and community center components of the development on Parcel 30, <br /> which will consist of approximately 96 rental housing apartment units and a community <br /> center with spaces for a common lounge area, coffee bar, fitness room and property <br /> management offices.
