sending two (2) notices to surrounding property owners, one at the time the application is <br /> filed and again;prior to the public hearing. <br /> Based on the foregoing, it is concluded that the requested improvements would be <br /> consistent with the objectives, policies and guidelines of the Coastal Zone Management <br /> Policies, as outlined in Chapter 205-A-23, HRS and Planning Commision Rule No. 9 relating to <br /> Special Management Area. <br /> P. Other Permitting Requirements <br /> As noted earlier, other permits would still be required.These would be of the "ministerial" <br /> variety, such as Subdivision Approval, Building Permits and the like. <br /> 5. EiNVIROMENTAL CONSIDERATIONS <br /> A. General Description <br /> The parcel is generally rectangle in shape and is accessed via Nalani St. is owned and maintained <br /> by the County of Hawaii and have 40-foot right of way.The site has one single-family dwelling <br /> other than the single-family dwelling the site is vacant of any other structures. <br /> The site is situated at about 212—foot elevation level.The site rises minimally from the bottom <br /> towards the Nalani Street with the highest point being at the Naiani Street(North Side). There • <br /> does not appear to be any topographic constraint in developing and utilizing the site for two (2) <br /> 10,000 square foot+size lots. <br /> There are homes proximate to and within the subdivision leading to the subject site.The general <br /> area has a urban residential feel to it. <br /> B. Soils and Topography <br /> The USDA Soil Survey Report identifies the soil on the subject site as"Olaa Series (01D)". This <br /> type of soils consists of well-drained silty clay loarns that formed in volcanic ash. The surface <br /> layer and subsoil are about 16 to 9 inch thick, respectively. Permeability is rapid, runoff is slow, <br /> and erosion hazard is slight. <br /> According to the Natural Resource Conservation Service's Land Study Bureau Overall Master <br /> Productivity Rating,the subject site does not have a rating classification as it is in the State Land <br /> Use "Urban" District. <br /> The subject site falls within the State Land Use "Urban" District and is not included in the;The <br /> Agriculture Lands of Importance to the State of Hawaii (ALISH) designation. <br /> As noted earlier,the topography of the site slopes from the Nalani street South.The slope <br /> appears to be approximately 2 percent. <br /> C.
